I haven't attempted to quantify political risk, however imho it is very real, and I am not sure that the absence of a state layer has only positive impact on political risk.
To dismiss the ability of lobby groups to successfully deal with what you perceive to be a simpler political system might be a touch naive. There might also be more subtle complexity than you realise.
Lettuce and pork? Not the same UK as I've experienced.
Might just as easily assume there would be little opposition or political risk in Australia on account of an extremely low population density, and the low productivity of an arid landscape. But then there's always more complexity and subtleties up close.
