The article does not say that AML wont be enforced - in fact it says it will be, just via the use of different legislative and regulatory tools. HM Treasury believes that the current Gambling Act (revised recently) and the brand new LCCP do the job of the 4AMLD, so there is no need to overlap legislation.
So, will this impact ISX negatively? I wouldn't think so.
ISX offers enhanced due diligence (EDD) service, the nature of which haven't changed between the 3rd and 4th directive - its only the frequency of which changed.
The major difference between the LCCP and the 4AMLD is when EDD is to be applied.
Gamers have always had the option to perform EDD on payout, which looks like it will be maintained, via an exemption to the 4AMLD, as the 4AMLD has no provision for deferred EDD. This is the "status quo" that will be maintained as referred to in the article.
The key for ISX will be new customer acquisition by the gamers, as the gamers seek to extend territory, and conventional means of EDD either takes too long, or are ineffective. As the UK market is now a saturated gaming market, the gamers are already looking into new jurisdictions from which to gain new customers. These new jurisdictions (eg Italy, France) require local registration and operations by the gamers, and have applied the 4AMLD.
Overall, the bite of the AML regulations will still create enough regulatory drive for ISX.
