SO IT IS COVERED EXPLICITLY BY THE NCC - IT IS JUST A PRODUCT THAT IS EXCLUDED FROM MANY OF THE PROVISIONS BECAUSE IT IS SO CHEAP THAT IT'S INHERENTLY SAFER.
