No that's incorrect. WPL is reporting that as a result of the shares being placed in the UK to other parties, their interest has decreased from around 11.5% to 10.34% - a 10% decrease due to there being 49 million new shares on issue.
If WPL had bought them their holding would have gone close to 20%. So far they are remaining a benevolent big brother but this could change as of early October when their "no move" agreement with HDR expires.
