What you're talking about is collective punishment. As a punitive measure it runs contrary to core tenets of western legal philosophy. It's also internationally recognized as a human rights violation (article 33 of 4th Geneva Convention, etc)

I worry about the precedent set should we, as a body politik, accept collective punishment as an acceptable and pragmatic policy solution to acts of crime commited within our society. We strip criminals of their civil rights when it's expedient to do so. And before too long those same rights are seen as anachronistic and superfluous. They become lost to us forever

In any case, I actually believe we have the means to stamp down harder on these crimes within the framework of existing western legal norms. For a start we should reintroduce capital punishment. And judges should be handing out far, far longer sentences. And jail should be much tougher and contain fewer privileges and creature comforts

And of course, western nations should stop accepting immigrants from impoverished, war-torn and terrorism-prone countries. People from these places on temporary visas should have those visas cancelled immediately and sent back home. That's common sense
