I dont know what your agenda is but I listened and gave you a fair go till now. You have to move forward in your thinking when you implement legislation not stick with your negativity and misinformation. yes there are a lot of small powerstations producing vlose to 1 mw but I guess they will be phased out those that are inefficient and polluting with newer green technology I will not discuss which s is way beyond the scope of this forum. We are talking in the U.S where you quoted where the top 10 powerstations are listed They will slowly phase coal and gas out irrespective who is in power (pun very much intended).
