There's a few things to think about with this attack. The first one is whether or not it was truly a Jihadist attack? The fact that the attackers didn't martyr themselves and were trying to escape for financial gain suggests not. Was Putin behind it? I'd say not because these people would have been allowed back into Ukraine to provide Putin with the moral grounds for revenge. Plus he is still popular, he doesn't need to rally the people.
So who has expressed a motive to stir up trouble and possibly get some Russian support for a fight against Muslims via an "ISIS" attack. In that regard, in my opinion, we could a lot worse than listen to this individual from the Israel's Likud party.
