that would be like saying all agreements are enslavement
when you sign a agreement you must follow what is agreed otherwise there will be consequences/penalties
in democracies we find a way to agree to common decisions/policies through voting - thereby determining who and how the nation is governed not perfect - but a bit much to call it enslavement we always get the option of voting out the previous government
