The Yanukovich government was a corrupt government so with him gone it should improve if Russia allows it to do so. Under his government the majority of government contracts went to either his son or one of the local mafia bosses.
But as with all things "follow the money" Russia cannot allow their Navy Base and their pipelines to basically fall into enemy hands which if the Ukraine becomes an EU member it will effectively do so.
The USA cannot afford to go to war over the Crimea which has only been part of the Ukraine for about 20 years and is basically Russian anyway.
So Russia will enforce its rule regardless and the Ukraine can not oppose it without the help of the USA which will not come
