They won't be active Russian special forces "Spetsnaz" manning road blocks etc. There might be some in the towns coordinating operations, monitoring and reporting etc.
The pro russian gunman are likely ex professional soliders, highly trained mercaneries etc combined with some local militia.
Who ever they are, seems they are very persuasive over regular army troops.
