I think an air of professionalism is starting to pervade Ukraine. Don't forget these guys want to join the WTO, EU and NATO. They are also determined to beat Russia to the WTO (which is a definite as far as I can tell). The WTO are just about ready to let them in but for a couple of issues and the formation of a steady government should resolve these issues reasonably quickly. Successful inclusion to the WTO is pretty much a thumbs up from the modern fiscal world and a green light for the influx of foreign investors, ala Uran.
