What happens to the gold producers, say St Barbara producing...

What happens to the gold producers, say St Barbara producing about 400,000 oz per year, they pay their suppliers and workers with 200,000 oz per year, then just hoard the other 200,000 oz's year on year ???. If this happens, gold mining stocks would become a real store of value, like property, their value would increase year on year over the long period.
