    This does read like an outline of why in representative democracies you proceed by legislation rather than referendum. The vast majority of voters have not now, nor will they ever read the Uluru Statement From The Heart. It might be nice if they did, but it's not their professional responsibility to do so. That's the responsibility of policy makers and legislators. The history of referendums in this country is that they all fail without bipartisan support, because at any given time at least 45% of the population want to kick the government. It's awfully hard to carry a majority in a majority of states when you need more than 90% of the remaining 55% of the vote.
