The important thing about the Voice is not just that it works, but that it places responsibility. The Voice might come up with a series of unsuccessful proposals. If the national parliament legislates the bulk of the proposals of The Voice, but those proposals are ineffective, it informs the public (Aboriginal and non Aboriginal) that the problems for Aboriginal people don't emanate from an indifferent or hostile suite of policies imposed on Aboriginal people by others.
