We once had a legislated 'voice' it was called ATSIC.
By any measure ATSIC was a failure and I suspect that Albonocchio knows the 'voice' will be no better. ATSIC was abolished with bipartisan support, despite what Patricia Karvelas claimed on Q & A on Monday night
So the question for me is did Albonocchio want to "bake in" something that would be a millstone around our necks for ever, or did he set out to divide the country?
