It REFUSED to do so, indeed it's violated international obligations so badly it's been referred to the International Court of Justice, the International Criminal Court, the UNHCR, the UNSC and to the entire United Nations community.
Since you appear to be very confused and for the record; Hamas operatives are NOT dropping Netanyahu Regime's US bunker-busting bombs, Hamas operatives are NOT firing US armour piercing tank shells and Hamas operatives are NOT even directing US cruise missiles at Palestinian children, their mothers and mutilated adults in hospitals, refugee camps, aid distribution centres, mosques and schools provided by the international community.
