Jantimont, firstly the article states it's a massacre. After the titanic, measures were put into place to prevent it from ever happening again. How many times have boat people died at sea and the UN has done nothing at all. If something like this continually happened in most western countries, every UN official woukd be in prison.
A Korean can basically spend the rest of his life in prison for his role in a ferry disaster, but the UN continue to be unaccountable for just turning a blind eye to it.
