It does change things. Banks and other EU institutions that may have wanted to get involved with DNK but were limited to the exposure or resitredted entirely can now play ball.
It certainly plays in with some interesting news I heard recently that an envoy of bankers and other financiers are heading to Eritrea in the coming weeks to meet with the gov and CMSC. Grain of salt info but it's starting to ring true.
