Your comparison of absolute values is utterly useless. When comparing the net debt levels of different companies you need to compare it to another factor, equity, operating cash flow or EBIDTA - for examples. STO's gearing ratio is 31% whilst WPL is 23%, therefore WPL has significantly lower debt levels than STO.
(I only did those calculations quickly, feel free to double check them).
