Moon,lets specifically look at exxon, a perennial non tax paying company,in Oz ,their assets are mature .
The only positive I see in them is ,their as dodgy in their own country vis-vis ,in not paying taxes.
On reflection a 15 percent stakeholding by the govt. would be light on ,lets make it 30 percent, a reasonable tax take.
