Interesting issue re differing cultures. In less developed cultures folks tend to have sex and even be married around puberty. Closer to home take PNG which was an Australian protecorate, depency, territory or whatever where it is normal for young girls and boys for that matter to have sex around puberty. Should Australia have applied its moral values when it governed PNG? Tough question.
