    I would put your first quote there into my S.W.O.T. filed under "Downside Risks to Demand" with explanatory note that CO2 from steel is currently 7% and any reduction in demand is reduction in governance urgency to address it. As is world economic development: If W.E.F. ever gets the balls to tackle this GHG monster, steel demand drops significantly.

    Governments would not want to "invest" in steel GHG reduction if it is reducing anyway whether or no you are a believer in homo sapiens being the cause of GHGs.
