After attending the two conferences in Perth, IO and Rail, I'm not sure the Aus Govt, or any State Govt for that matter, is fully aware of what Green Steel means. When it comes to the crunch, most Politicians will try and talk themselves out of, "why they shouldn't do it", rather than why they should. The attached vid, is a good representation of the message that needs to be sent to both Fed and State.
In the vid, Gyton Gryndley, (Australian Actor) plays the Govt. The part of Green Steel, is played by "that" Lady in Red.
