When you have massive amounts of land that grows stuff all, then finding ways to dig it up and catch sunlight and wind to make money is good thinking.
I think this a case of where pubic interest funding can generate industry that is too much for private interests to create by themselves. The catch is how to stop the greedy mercantalists from raiding the larder and making off with the pork at the expense of the plebs.
