By my reading, they hoped to raise $200M from placement to Instutions, which they did. And Instos also took $294M of the $450M Entitlement offer. So they've got $494M of their $650M
That only leaves us plebs with ~$156M (57.8M shared) to play with in the entitlement offer.
The Instos definitely took their fair share in my opinion.
