Usually not the case for my experience... They hold it in a temporary holding (green shoe account.. some may call it as such) for distribution... Other posters might have a better ideas ....
My concern is share consolidation process as part of the equity management to follow next.
Lets just hope management leave that process until PEN becomes a producer...
