Actually it doesn't surprise me about Oxfam. They have strong links to the UN. The UN has gun control firmly on its agenda.

I once had a debate via email with a Professor of Public Health at Sydney Uni over gun control. He was a spokesman for Coalition for Gun Control at the time. I put it to him that what motivated him to put so much time into something which was outside his field of interest was to build up a CV and public profile so that he could market himself and get himself a prestigious job with the UN, perhaps with one of their arms control bodies. He agreed that he would gladly work for them.

Moral of the story: don't always assume people working in such areas are self-less and motivated by public interest.
