The ALP shamelessly fill the public service, judiciary, police, education .... with their own people.
The Liberals are too impotent to purge these when they get into power. The liberals are gormless fools, they should have fixed the ABC but instead they ignore the problem. Like a victim who puts up with his bully hoping it will go away.
I expect there is a Liberal opposition leader in Victoria but he is invisible.
