Anyone can be an accountant, you don't have to be qualified.
Plenty of firms of Chartered Accountants employ none accountants in a whole variety of roles. In any case as the employer, it is at their discretion as to what qualifications they require potential employees to have. You might as well say that a firm of structural engineers, or geologists, shouldn't insist on people having qualifications.
Maybe plumbers should be allowed to perform actuarial work.
