I went to Melb Uni, High Distinction or H1 was over 80% that was 25 years ago.

I don't have a problem with that providing that fails get failed.

I did have one subject where I scored about 47 and got standardised to a pass, but that was a tough exam and standardisation within reason is okay.

But you can't just have everyone pass, be it uni or secondary school. It does no one any favours in the real world.
