If they rent then find out the name of the owner, get his phone number and every time the tenants make too much noise, turn the music off etc call him up and ask him to sort it out.
The only other thought would be iron filings which could be emplace in the speakers (big magnetic) and music system to some possible effect although I not sure if you should enter there buildings.
