Crank up your own stereo in the direction of their bedroom windows at 7am on Saturday and 8am Sunday mornings when they are trying to sleep off their hangovers (choose some suitably irritating music) until it stops. Make sure to alert your other neighbours of your intentions first though. Your not breaking the law that way, so they have no reason to call the police.
