We had a neighbour noise problem a few years ago.After several requests failed to curb the noise, we contacted our local council who came promptly and measured the noise levels at two different times. The levels proved to be far in excess of allowable limits.
The council issued the neighbour with a Noise Abatement Order which included details of failure to comply penalities. That solved the problem, no more noise, the main offending equipement, a drum kit disappeared. A bonus was the neighbours "from- hell" never spoke to us again!
My advice is to keep pressing your local council.Put your request to the council in writing. Letters to a local council should always be addressed to the Chief Executive Officer. My belief is that councils throughout Australia have uniform Noise Abatement laws. Do not do anything silly.
My understanding here in WA is that police can be called out and they have the authority to impound, on the spot, any offending equipement.( Persuading the cops to attend I suspect could be a different matter.)
