Easy fix, apply stringent application process to having a child (and retaining custody of the child), no approval, then the child goes into adoption/ protection. There is no other solution to the ongoing cycle of dropkicks having kids who end up dropkicks. Go down to the local courthouse when in session and have a look at the rabble who are floating around there, most of them will be back there again week after week. It's a meeting place for this junk. Just imagine being a baby born into this scenario, they have no chance.
