unrealistic advertised house price

At least I think it is unrealistic.
I just saw a newly advertised house in Parklea, NSW. The house was advertised and shown to be sold at $500K in June 2010. Now it is listed at $620K!

No major new thing, but some painting, has been done to it since last time it was traded. The advertisement says how wonderful the house is. But it does not mention that next to the house is no building but a structure, under which major sewage pipelines merge, on which the electricity interchange and telephone interchange (maybe more than these) are built. Anyway, the land of the structure is fenced.

So , I was wondering how potential buyers should bargain when they want to buy houses.
