The easiest solution is don't allow excess solar power to enter the system. Those that have solar panels either store the power for themselves in batteries or use it all themselves. Don't allow it to come back onto the grid, its plain dumb to pay more to private households more for the power they generate than the cost of generation. There should be no excess power from domestic solar panels entering the grid.
Domestic solar power comes onto the grid during the day and at the lowest usage period, but at night when the highest usage occurs then solar panels are useless.
Those that have solar panels should be required to have battery storage.
Unfortunately Australia will need a major meltdown before anybody realises the stupidity of the current system.
