rainfall and flooding are not the same thing, they are linked but the effect of rainfall on a catchment includes the rate of precipitation, soil moisture of the catchment, topography of the catchment and her it is important to remember the differences in human infrastructure such as levees, buildings, roads, deforestation, agriculture, drains, channels, culverts and all other modifications that have occurred between the flood events.
Simplifying the comparison to appeal to the simple does not make it right, generally it ignores the complexities of the natural world and I am very sick and tired of self righteous commentators deluding the public with thier simplistic interpretations of a language they cannot understand. The delusion is that they think they can understand it.
