Someone is accumulating. They are willing to pay at least 3.8c. No doubt they expect to sell later for much more. I suspect they have deep pockets.
Not much (real) competition on the buy side, so they have been able to pull back to buy at lower prices from profit takers and the disenchanted, following the price down as they worry the price will drop before they can get out.
