The assembly of 110 was supposed to be complete already. They've had some delays with some components I believe. In the photo from the EGM you could see that the boom was not installed.
They said that the modules of 110 were already being commissioned and they were actually ahead of schedule for that.
I expect that there will be an update on the progress of the 110 at the AGM which is on Nov 28th.
