It's not all bad. At least a new investor can grab 1m shares when news is released. Sometimes if the sell side is really weak, it discourages new buyers from entering as they can't acquire enough shares to satisfy their requirements.
So if someone picks up 1m at 40c, it will be on a very good day. Nothing to worry about at all.
