In attempting to understand -of what value is Linius- I found this youtube video on IBM web.
It's technical but may explains certain things.
1- That data is everything to business in marketing and advertising.
2-It may explain -video on the fly- but they may use the term -just in time
3- Linius claims its value- is that it unlocks all the data hidden (enclosed) in video files so it can be searched.
It a reason that perhaps IBM and Linius need each other. IBM to obtain or maintain leadership in data processing by increasing its source of data in competition with MicroSoft and AWS platforms who are their competitors and also appear to be selling Linius technology to App developers
