    Beats me too. It's been a full month since they announced a 10% buyback, but haven't started at all yet, not a single share.

    Are there rules governing when a company can buy under a buy back? I know there is a maximum price, because it says so on their "buyback notices". But surely the price must be below the maximum permissible now.
