Also of significance are the levels upon which the DJIA plateaus:
1906-1941 (35yrs) it was stuck near 100.
1966-1982 (16yrs) it was stuck near 1000.
1999-? it was stuck near 10000.
I suspect this partly has to do with human psychology, the fear of going to far too soon. To reach the next level it needs a strong catalyst, like the end of WWII.
