I suspect that while QAN would not be allowed to collude with other airlines, they can certainly telegraph their decision and might expect competitors to follow them if their competition view the market dynamics similarly.
Australia could follow the UK into zero travel commissions. Made life very difficult for UK travel agents for a while.
