if bnb can be relisted, that would indicate more promising future of the company.

the board members knows the company better than anybody else. if the newly injected fund would only allow the company to survive for two month or there is still very uncertainty about the survival of the company, the board would not allow the company to be traded again.

if the banks syndicate can agree to inject more fund, they would be very sure that the company can get cash back in reasonable amount of time, given this period of tight credit.
