Just remembered something that came in the other day.
You mention all the coal companies operating within the boundaries of the LAW.
This is an article by some people with a knowledge of Law as it is in NSW, published in the journal of the Law Society of NSW. It's their take on the judgement delivered in the recent Gloucester Resources v Minister for Planning [2019] NSWLEC7 on 8 February. " .....it was the first time and Australian court had refused a coal mine (or any development) on the basis of its climate change impacts."

It seems Gloucester Resources was wanting to operate outside the boundaries of the laws of NSW as they have been for about 40 years.
