Cannot argue cos dont know on Gann theory.
Economic factors would be the main reason me thinks.
You did not answer that part.. anyway dont bother if you are not interested in those. Also the end of the cold war placed US in the 90's in such a position they had to grow, irrespective of the historiacal performance.
Now the cake is getting bigger but the US may not get the giant bite.
