This could mean a few things, provided the quotas are meaningfully high:
1) SWM/NEC and other Oz production companies sell content to Netflix, etc (increasing the cost of an Aussie Netflix sub)
2) Netflix etc start making their own Oz content (increasing the cost of an Aussie Netflix sub)
3) They pull out of Aussie markets (unlikely)
Either way, this is another free kick for Aussie FTA broadcasters
