Theres no doubt that a toll road correctly positioned based on the demand will be used. If businesses and commuters 'save' time, this will outweigh the cost (toll) paid.

If the financing is not until 2010 (and the road to be opened soon), any negative sentiment that would force the price to move down would be lower than forecasted/expected traffic volumes. Unless a huge blow out in costs and delays were to occur.
