I don't think it's a takeover target... I think it's just that INA has for so long traded at a big discount to NAV and now, with the first-mover advantage in the MHA sector, lack of competition and cheap, high-yield pickings from distressed owners, the market has finally conceded they are worth a premium to NAV instead of a discount.
I agree though, it's starting to get a little overheated...
